Freelancer or agency?

Score the conditions around the work—not the reputation of a particular seller. The model exposes every input and keeps a close result open for direct comparison.

Discovery is still substantial3 / 5Scope and acceptance are clear

Very little internal capacity3 / 5Strong internal product leadership
A named individual is acceptable3 / 5Coverage and substitution are essential

How the model works

Each of the five inputs contributes up to 20 points to each model. Clear scope, a single discipline, strong buyer-side management, lower continuity needs, and lower change risk favor a freelancer. The inverse conditions favor an agency. A difference below 12 points produces “compare both” instead of false precision.

This is a delivery-model signal, not a provider rating. A missing security, legal, budget, availability, or capability requirement remains a gate regardless of the score. Evaluate any finalist with the provider scorecard.
